以下是Kelly将采取的三项措施：
一、重新创建Milton县
1931年底，Milton县与Fulton县合并在一起，以避免在大萧条时期破产。当时，Milton县的人口为6,763，Fulton县的人口为318,587。如今，Fulton县长达80多英里，拥有超过一百万户居民，使得Fulton县成为了佐治亚州人口最多的县，也是美国3,142个县中人口最多的第43个大县。
Fulton县政府规模太大，管理不善，功能失调，无法为Fulton县提供高效率的服务。服务质量正在下降，而North Fulton县的居民的税收却正在上升。作为我们下一任的州议员，Kelly将努力重建Milton县，这将意味着地方政府将变得更proficient，在我们居住的地方居民们可以享受耕地的税收和更好的服务。

THREE MEASURES I WILL WORK ON TO MAKE US STRONG
RECREATING MILTON COUNTY
At the end of 1931, Milton County was merged with Fulton County to save it from bankruptcy during the Great Depression. At the time, the population of Milton County was 6,763 and Fulton County was 318,587. Today, Fulton County is more than 80 miles long with over one million residents making Fulton County the most populated county in the State of Georgia and the 43rd most populated county out of 3,142 counties in the United States.
Fulton County government is too big, mismanaged, and dysfunctional to provide efficient and effective services for all of Fulton County. Services are on the decline while taxes are on the rise for North Fulton residents. As our next State Representative, Kelly will work to recreate Milton County which will mean a more proficient, local government with lower taxes and better services right where we live.
MAINTAINING A GOOD BUSINESS ENVIRONMENT
Businesses look to startup or expand in states with a business-friendly environment. Kelly will work tirelessly to ensure Georgia is the best state to do business by focusing on seven measures:

Eliminating corporate income taxes and the need provide tax incentives

Implementing a lower, fair, and simple tax code

Reducing burdensome regulations

Replacing the Affordable Care Act with a free-market plan without mandates, fines, or taxes

Investing in infrastructure to support growth

ESTABLISHING A PATIENT-CENTERED HEALTHCARE SYSTEM THAT CUTS COSTS
The Affordable Care Act has a devastating track record of failure by violating the 10th Amendment, destroying our healthcare system, hurting families, killing jobs, and shutting down businesses.
The only solution to healthcare is the free market and for each state to create its own plan. Kelly will work to make sure Georgians have a healthcare system where there are no mandates, fines, or taxes and where competition will drive down costs.
Healthcare must be patient-centered to ensure decisions are made by patients, families, and doctors, not the government.
